A Non-Vessel Operating Common Carrier (NVOCC) is a company that organizes ocean freight shipments functioning as a carrier, without owning or operating vessels.
As an accredited NVOCC, ICPI is capable of issuing our own House Bill of Lading (HBL), arranging container bookings, and managing cargo movement from origin to destination.
At ICPI, we combine carrier-level accountability with freight forwarder flexibility—giving our clients the best of both worlds.
As a licensed NVOCC, ICPI:
- Acts as a common carrier
- Directly contracts with shipping lines
- Can issue its own House Bill of Lading (HBL)
- Can book containers directly with shipping lines
- Can lease the space of booked containers for consolidation
- Is officially accredited by maritime authorities.
- Is legally recognized as a carrier (not just an agent)
ICPI’s NVOCC Services
ICPI offers comprehensive NVOCC services across all major shipping routes to and from the Philippines.
We specialize in full-container load (FCL), less-than-container load (LCL), and consolidated cargo services—ideal for importers, exporters, and freight forwarders that require flexible, reliable options for global shipping.
FCL (Full Container Load)
FCL or Full Container Load shipping provides shippers with exclusive use of a single container, offering greater security and faster transit times. It is ideal for businesses moving high-volume cargo, typically 15 cbm or higher – or any cargo that requires exclusive use of a container. Our team can handle everything from container booking to cargo management, documentation and more from origin to destination.
ICPI handles various FCL shipping methods, including:
- Dry Containers (20FT, 40FT, 40HQ) – For general, non-DG cargo and palletized goods
- Open Top Containers (In-Gauge) – For large cargo loaded via crane or overhead equipment, to be fully secured with rigging and lashing procedures
- Open Top Containers (Out-of-Gauge) – For oversized cargo loaded via crane or overhead equipment, exceeding the container’s dimensions requiring additional rigging and lashing
- Flat Rack Containers – For irregular cargo exceeding container dimensions
Consult with us to inquire about other available container types.
Less-than-Container Load (LCL) Shipping
LCL Shipping is a shipping method wherein less-than-container load cargo (typically 15 cbm or less) is consolidated with other shipments (from other shippers) in a single container headed to the same destination.
ICPI offers direct cargo consolidation at major ports, including:
- Import
- Kaohsiung, Keelung, Taichung
- Shanghai, Qingdao, Shenzhen, Ningbo, Tianjin
- Hong Kong
- Port Kelang
- Singapore
- Busan
- Export
- Singapore
- Busan
Consult with us to inquire about other ports.
These ocean ports may be transshipment hubs to/from other ports in Europe, North America, Australia, and more. Inquire with ICPI today to get your optimized shipping route.
Buyer’s Consolidation
Buyer’s Consolidation is a type of LCL Cargo Consolidation mode wherein a single importer/buyer consolidates multiple cargo from multiple suppliers/shippers (typically from the same origin port) into a single container.
ICPI’s Consolidation Service includes:
- Shipment planning and documentary compliance
- Coordination with international agents
- Secure container stuffing and inspection
- Tracking and status updates from origin to final delivery

How do accredited NVOCCs differ from non-accredited sea freight forwarders?
While both arrange ocean cargo shipments, an accredited NVOCC is officially recognized as a carrier. It is licensed by maritime authorities, can issue its own House Bill of Lading (HBL), and contracts directly with shipping lines for container space.
In contrast, a sea freight forwarder acts as a logistics agent, coordinating shipments on behalf of clients but must rely on NVOCCs or carriers for bookings, documentation, and issuance of HBLs.
Because ICPI is both a sea freight forwarder and an accredited NVOCC, we have more control over your shipments, can provide a wider range of sea freight solutions, and offer you more competitive rates.
